Françoise Annette Feliberti was born in Montluçon, France to her parents Louis and Simone Richerol and as the eldest child and sister of Jean Pierre (deceased) and Christian (deceased). She spent her adolescence in Meknes, Morocco, and attended university in Bordeaux, France where she met her husband of 61 years. Together they built a family, medical practice, and thriving community. They raised four kids and welcomed nine grandchildren. Her kinetic spirit was larger than her 5’0 frame could contain.

She loved a full house, where all were welcomed and all were well-fed, including the pets and strays. She was an amazing cook. She had a superpower of whipping out a 3-course meal by glancing at whatever was in the fridge.
Like a hummingbird, she kept her head on a swivel. Pollinating empowerment and opportunity from community to community, with the mission of making our large world smaller, and our individual communities stronger, her impact was widespread.

Françoise was heavily involved in local activism. She was known by the city council in every city she lived in, because she voiced her concerns and ideas with gusto. She understood that change was an action, not a request. Stewardship was a ritual in her daily life.

Her involvement in the soccer community began by supporting her children’s teams and dreams. Once they left for college, Françoise stayed and got to work. She dedicated the rest of her life and retirement to ensuring more children in El Paso could have the opportunity to play equitably. Her untiring dedication in service allowed many children to play locally, collegiately, Olympically, and nationally for various countries. Their goals were her goals.

She was often underestimated at first glance, but then quickly appreciated and respected. People knew she had an endless heart, sharp mind, and persistent spirit that elevated so many people surrounding her.
Her legacy lives strongly through her husband Dr. Manuel Feliberti, her four children: Manuel and his spouse Soledad, Valerie, Vanessa and her spouse Jesus, and Eric and his spouse Anna and her nine grandchildren: Cristina, Christopher, Annette, Jesus, Anastasia, Stella, Emmanuel (deceased), Gabriella, and Nicholas.

A memorial service to celebrate her life will be held Thursday, July 9, 2026, at 10:30 am at Holy Rosary Parish Church, Edmonds, WA, followed by a reception. A service will be held in El Paso, TX at a later date.
